France Bourgouin

Note biographique

Over the past fifteen years, France Bourgouin has managed research and advisory services projects on natural resource governance and policy. She has provided technical and strategic advice to governments, civil society, and the private sector primarily throughout eastern and southern Africa on issues of institutional and regulatory reform, revenue transparency, CSR, human rights, and development agreements, among other matters. She is currently directing research on the role of business in building sustainable communities and an inclusive economy focusing especially on local content and CSR practices.

She has lived in Africa for more than six years and has extensive field-based experience with a broad range of development issues focused on the governance of mineral, oil, and gas industries at the national, regional, and transnational levels. She has counselled The Association of European Parliamentarians with Africa (AWEPA) on issues of financial integrity and transparency in the extractive industries. Through her work on frontier mining jurisdictions, she has also counselled the Government of Greenland on its mining policy reform process.
