À l’occasion du 25ème anniversaire de la présence du Canada à l’Organisation des États Américains (OEA), nous posons la question des bilans et des défis. L’adhésion du Canada comme membre plein à l’OEA en 1990 a représenté un tournant majeur dans sa politique extérieure. Ce geste a signifié l’entrée formelle du Canada dans le système interaméricain, aussi bien qu’une affirmation de son attachement historique et géopolitique aux Amériques. Durant le dernier quart de siècle, le Canada a joué un rôle important dans ce cadre, entre autres au plan de la promotion de la démocratie, alors que certaines de ses positions ont pourtant suscité des critiques. En 2007, le gouvernement fédéral a lancé la Stratégie d’engagement du Canada dans les Amériques, une vaste initiative qui a été renouvelée jusqu’en 2017 et dont les priorités (la démocratie et les droits de la personne, la sécurité et la prévention des conflits, la réforme des institutions et la croissance économique et durable) orientent l’action du Canada au sein de l’OEA.

Quel est le bilan de 25 ans de présence du Canada dans le système interaméricain ? Quels en sont les défis et les opportunités pour les prochaines années ? Pour répondre à ces questions, nous réunissons un groupe d’universitaires, de fonctionnaires et de diplomates dans le but de discuter le passé mais surtout l’avenir de l’engagement canadien dans les Amériques.

Dans le contexte nous rendrons publique une Déclaration pour un Canada actif et engagé dans les Amériques.

For An Active Engagement of Canada in the Americas

On the occasion of the 25th anniversary of the Canada’s entry into the Organization of American States (OAS), we wish to take stock and discuss future challenges. The full membership of Canada in the OAS, obtained in 1990, was a major turning point in its foreign policy. It meant the formal entry of Canada into the inter-American system as well as an affirmation of its historical and geopolitical commitment to the Americas. During the last twenty-five years, Canada has played an important role in the framework of the OAS, particularly with regard to the promotion of democracy, while some of its positions have nevertheless drawn criticism. In 2007, the federal government launched Canada’s Strategy for Engagement in the Americas, a broad initiative which was renewed until 2017 and whose priorities (democracy and human rights, security and conflict prevention, institutional reform and economic and sustainable growth) guide the actions of Canada within the OAS.

What is the result of a quarter-of-a-century presence in the inter-American system ? What are the challenges and opportunities for the coming years ? To answer these questions, we bring together a group of academics, government officials, and diplomats to discuss the past and, especially, the future of Canada’s engagement in the Americas.

In this context, we will circulate a Declaration for an active engagement of Canada in the Americas.
