Within this new approach, local participation occupies a central position, whereby a loosely defined mix of local associations, as well as residents of local communities affected by mining activities, is to have a voice in every stage of a given mining project. Building on the case of Laos, this article investigates both the participatory model promoted by the World Bank and the politics of the model's implementation. The analysis suggests that the involvement of local communities is ensconced within a framework which conceives participatory schemes as a management tool to, first and foremost, circumscribe the risks faced by mining investors. While this represents a clear attempt to mitigate political risk in order to facilitate the larger project of building new liberal markets, it further raises questions linked to the remodelling of political notions of empowerment and representation.&lt;/p&gt;

&lt;p&gt;&lt;i&gt;The World Bank and New Mining Regimes in Asia&lt;/i&gt; critically investigates the particular role played by the World Bank Group (WBG) in both conceptualising and promoting new mining regimes tailored for resource-rich country clients. Building on case studies located in Laos, Mongolia and the Philippines, the author details a particular politics of mining in the Global South characterised by the transplanting, hijacking and contesting of the WBG's mining agenda in national and local arenas. Importantly, the failings of this agenda over time have not proved terminal but have rather provided opportunities for paradigmatic renewal. As part of a broad regime of governance designed to attract foreign private sector investment by the WBG in the name of poverty reduction, novel socio-environmental safeguards and the enrolment of civil society have now become a new porte-&#233;tandard to once again legitimise continued and expanded involvement in the mining sector. However, much like earlier incarnations of neoliberalism in the mining sector, the promotion by the WBG of this new Social Development Model continues to exhibit serious repercussions for constituents in the Global South, bringing into question the legitimacy of the model itself.&lt;/p&gt;&lt;/div&gt;

Despite the admonishments of the 2003 Extractive Industry Review, the World Bank Group (WBG) has continued to promote the expansion of mining activities in resource-rich client-countries. While maintaining its mantra on the economic benefits of the sector in cash-strapped countries, in recent years poverty reduction and environmental sustainability have become the new buzzwords to justify the need for the WBG to remain actively involved in the sector. Building on the cases of the Philippines, Papua New Guinea and Lao PDR, this paper analyses this new socio-environmental narrative in conjunction with the highly political nature of the role played by the WBG in the mining sector of its country-clients. The cases demonstrate that the World Bank has played a key role in influencing a wave of new mining regimes in the region. Further, these new regimes, which comprise multilateral social and environmental safeguards, circumscribe the risks faced by industry, rather than by local populations. While successful in stimulating foreign investments in the sector, these regimes might prove ineffective in taming local and national resentment against mining activities. Crucially, the engineering of mining regimes and norm-settings in multilateral arenas raises concerns about the legitimacy of the transformations of roles and responsibilities assigned to local mining stakeholders and the possible subsequent contraction of local political spaces.&lt;/p&gt;&lt;/div&gt;
